The Government has backed Heathrow’s proposals for a third runway

In January 2026, Heathrow Airport confirmed new investment to advance work on the planning application for its long‑proposed third runway. The approval from the Heathrow Board ensures the project remains on track, with the aim of securing planning permission by 2029. This marks a significant step in delivering the UK’s hub airport expansion, underscoring the urgency of clearing the way for take‑off.
The third runway proposal, originally submitted to the Government in July 2025, is designed to create an airport fit for the future—delivering the high-quality service expected by global passengers, opening new international routes, and generating economic benefits across the UK.
The scheme has been developed through years of consultation with airlines, local communities, and other stakeholders, and enjoys broad support from Chambers of Commerce, businesses, airports, and trade unions nationwide.
In November 2025, the Government announced its support for Heathrow’s third runway proposal, which will now inform the review of the Airport’s National Policy Statement (ANPS). The draft ANPS is expected to be published in summer 2026.
While the project remains complex, Heathrow’s shareholders continue to support expansion. The runway will only progress once the necessary regulatory and policy frameworks are fully in place, with key decisions anticipated throughout 2026.
In spring 2026, clarity is required from the Civil Aviation Authority on how early costs can be recovered. Over the summer, the DfT will publish the draft Airports National Policy Statement (‘ANPS’) and the CAA will decide on the long-term regulatory model which will determine if private investment will be forthcoming. In the autumn, Parliament will be asked to decide on the final ANPS – a decision which will set the planning framework for the project and put the UK on course for first flights from a third runway in a decade.
Heathrow CEO Thomas Woldbye said: “Heathrow expansion is a critical national project and a central part of our journey to make Heathrow an extraordinary airport, fit for the future. Maintaining momentum will mean the CAA and Ministers remain focussed on securing the benefits of the project by meeting vital milestones in 2026 that are essential to enabling the next phase of delivery.”
